Terminal for fuel oil transshipment

”Removing territorial development imbalance and modernization of Russia’s sea ports are priority areas of the state activity at this moment," – President of Russia Vladimir Putin has noted in his address to the Federal Assembly.

Mooring terminal for fuel oil transshipment from rail tank cars into large-capacity tankers created on the territory of Primorsky Krai can be growth driver of Far Eastern ports. Bunkering market in South-East Asia is about 65 million tons of oil per year. The largest terminal is Singapore port with bunkering volume of 43 million tons per year.

Primorsky Krai bunkering market in 2014 was amounted to about 8 million tons of petroleum products, in the case of our proposals acceptance, it will be 10 million tons per year. Currently, due to the remoteness of the Primorsky Krai ports from traditionally established in the period of "cold war" transpacific ships movement, the Russian Far East has not been integrated into the bunker market of Asia-Pacific countries yet, and does not play the role to be played by the right of the world maritime power. In Russia there is a significant reduction in fuel oil consumption (transition to gas), released volumes are sent for export, the price of Russian oil falls. This redeployment will continue in the coming years.

Oil and gas complex of the Far East is formed as a natural-technical system, which determines  development of the territories, dominant function of which is to ensure transit of hydrocarbon resources from fields in Eastern Siberia and Far East to the Asia-Pacific countries.

Proposed location for construction of oil and bunkering complex is unique in its way and on  comparative characteristics surpasses Kozmino bay in Nakhodka in depths, ice conditions, protection of marine waters, height of tank farm placement, close of railroad track of Danube village station.
